Directions of Operation and Development of the National Revenue Administration for 2017-2020

  • On 25 July 2017, the Regulation of the Minister of Economic Development and Finance concerning the directions of operation and development of the National Revenue Administration for 2017-2020 was signed.
  • The document indicates NRA mission and vision, goals to be achieved, indicators of their measurement and reporting rules.

Four-year directions of NRA operation and development are defined by the minister competent for public finance. The document is a sort of strategy responding to the current situation related to the collection of public levies to the State budget; it also meets the expectations of the society towards the revenue administration. The following aspects were indicated in the document:

  • NRA mission and vision,
  • goals to be attained,
  • indicators for their measurement, and
  • reporting rules.

The mission of NRA is ENSURING STABLE, EFFICIENT AND SUSTAINABLE PUBLIC FINANCE AND A HIGH QUALITY OF PROVIDED SERVICES.

"In order to refer to modern revenue administration, effective, aware of expectations it is challenged to and capable of fulfilling those expectations, it was necessary to introduce organisational changes, as a result of which, from 1 March 2017, services earlier operating independently of each other started to operate as a single structure.  Besides effective combating of the economic crime, our goal was to create administration friendly to fair taxpayers and open to their needs. Economic operators have the right to expect that the state will create for them good conditions for conducting legal business and the NRA will exercise these powers" - said Marian Banaś, Secretary of State at the Ministry of Finance, Head of the National Revenue Administration.

The most important expected benefits arising from adopting the four-year directions of NRA operation and development are as follows:

  • growth of NRA customers' satisfaction and strengthening of confidence in the state and its institutions,
  • reducing the time allocated by an economic operator for the fulfilment of tax obligations,
  • limiting economic crime,
  • reducing the VAT gap,
  • reducing tax collection costs.


At the same time, the determined operating directions specify in detail and transpose the assumptions of the Strategy for Responsible Development to the area of NRA activity.

The approach presented in the document will affect the implementation of the NRA vision, i.e. MODERN ORGANISATION, EFFECTIVE IN TAX ENFORCEMENT AND ENJOYING PUBLIC CONFIDENCE, SUPPORTING FAIR  INDIVIDUAL TAXPAYERS AND BUSINESSES, COMBATING TAX AND CUSTOMS FRAUD AS WELL AS PROTECTING THE MARKET AND THE SOCIETY.

"We focus on strengthening of confidence and building of sustainable, good relations between the NRA and taxpayers, including economic operators. Such is the goal underlying determining of four-year operation and development directions. The implementation of those assumptions will allow for effective execution of NRA tasks and it shall guarantee a high quality of its performance" - the Head of NRA added.
