Tax and Customs Electronic Services Portal

The PUESC programme was established in 2015 by the Customs authorities and after submitting required documentation and application, the very same year it was positively evaluated by the Project Center Digital Poland (CPPC). Consequently, it has received funding from the European funds under the Operational Programme Digital Poland (POPC).

The main objective of the Programme is to streamline trade procedures (e.g. border clearance, export, import and excise goods trading) and to extend the scope of matters that customs clients can handle in electronic way. The program is a part of modernisation and unification of customs service within EU.

The PUESC Program assumes improving and deepening client approach. It also determines the maturity level of key services provided for economic operators and the general public.

Activation of the following services is envisaged within the PUESC Programme:

Service providing mechanisms for the exchange and re-use of data amongst customs and its partners and clients with joint controls coordination to speed up client service

Efficient e-clearance in accordance with Union Customs Code

Service enabling customs clearance in accordance with new rules of Regulation (EU) no 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code

Discharge of special procedures

Service enabling clients to electronically discharge the special procedure and enabling customs authorities management of the process using automatic mechanisms and electronic data exchange

e-Decisions

Service enabling clients to submit and receive decision in an electronic forms in accordance with the Union Customs Code

e-excise tax band

Service enabling clients acquiring and settling excise tax band on-line

e-Movement

Service enabling clients to move excise goods using electronic documents

e-Support of car registration processes

Service enabling clients to register cars based on electronic confirmation of excise duty payment

e-Documents

Service enabling clients to electronically submit documents used in the customs clearance process

e-Payments

Service enabling clients to settle receivables collected by the Customs via online real-time electronic payments.

e-Knowledge base

Service enabling clients access to an up-to-date and comprehensive knowledge base that uses modern presentation and search tools.

 

Services implemented within the PUESC Programme enable customs clients to handle their businesses remotely regardless of their whereabouts and what type of company they run. Providing citizens and entrepreneurs with fast and convenient access to customs services allows them to flexibly manage their time and run business comfortably.

The main aim of the PUESC Programme is to improve the efficiency of the Customs and to provide its clients with modern and fully digital service.

The planned costs of the Programme implementation amount to PLN 158 858 424.00, including the European Union subsidy in amount of PLN 157 133 424.00.

The Programme is scheduled to be completed by November 2018 in accordance with the terms of the grant agreement.
