The annual update of the Convergence Programme is an element of the budgetary surveillance in the European Union (EU) and constitutes an obligation for the all non-euro area Member States of the EU. The Programme is prepared in line with guidelines on the format and content of Stability and Convergence Programmes of the EU Member States.
In Poland the Programme is a part of the Multiannual Financial Plan of the State, developed pursuant to the Public Finance Act.
An annual update of the Convergence Programme present the forecast of main macroeconomic and fiscal variables for three consecutive years, and present an overview of main objective of the government and mechanism to their implementation.
