The Ministry of Finance is working currently on a draft of law amending the law on payment services to Polish law which will implement the Directive 2014/92/EU of the European Parliament and the Council of 23 July 2014 on the comparability of fees related to payment accounts, payment account switching and access to payment accounts with basic features (PAD).
As part of draft of law the consumer will gain access to a basic payment account and to basic payment services, which should allow them to perform basic payment transactions such as receiving income or benefits, paying bills or taxes and purchasing goods and services, including via direct debit, and transfer orders by credit card, without credit cards.
Basic account services associated with it will be as simple as possible. There can't be linked any credit products with this payment account with basic features.
Proposed regulations will provide also switching. As a result, the payment service provider will offer clear, fast and safe procedure for transferring payment accounts and related services.
At the same time, consumers will gain access to an effective remedy for assessing the benefits of different offers payment accounts in one place.
